The Tamale Metropolitan Assembly contracted the institute to strengthen citizens capacities in 42 electoral areas to improve accountability under a World Bank sponsored program. Development committees who serve as leaders of the electoral areas were clustered and engaged for three days on different topics. The main tool used for the training was the community scorecards. Specific topics included accountability, identifying and building platforms for e engagement with assemblies and citizen mobilization. The GHC212,000  was a two month awarded contract to the Institute.
